- Must live in Wayne Township or within Warsaw city limits (see map below) to be eligible for a free library card (Resident Card).
- Must be at least 5 years of age.
- Must have a Photo ID.
- Must have proof of address, which can be a Driver’s License, a lease, or a bill that you received at your residence (not a Post Office box).
- Applicants who are under 18 years of age must be accompanied by a parent or guardian who must have a Photo ID and proof of address.
- Must fill out and sign a Warsaw Library Card Application form that is provided at the library.

WCPL Service Area
In Indiana, library card access is determined by township. Each township decides if its residents pay a library tax to a specific library, which allows residents to obtain a free library card. Residents of Wayne Township and the incorporated area of Plain Township, as shown below, are eligible for a free library card at WCPL. For non-residents, please see the information below.

Requesting a Library Card Via Website:
- Visit the library’s catalog and click on “Create Account” located in the upper righthand corner.
- Fill out the form to obtain a temporary 7 day card.
- This card can only be used to access digital resources and borrow digital materials (on all sites but Libby).
- By the end of the 7 days, please visit the Circulation Desk at the library to tell them you have a temporary OBR card and would like to exchange it for a regular card.

Non-Residents:
- Anyone not living in or owning property in Wayne Township or Warsaw City limits may obtain a WCPL library card for a fee.
- The fee for a 3-month card is $25.
- The fee for a full-year card is $100, which breaks down to just $8.34 per month. Payment is required in full.
Non-Resident Students:
- All students (ages 5 through 18) who live within the Warsaw Community School District are eligible for a free library card at WCPL, regardless of the type of schooling (public, private, or homeschool). Proof of address within the School District is enough to obtain a Non-Resident School Card in this case.
- All students who live outside of the Warsaw School District but attend a Warsaw Community School are eligible for a free library card at WCPL, but will need to present a recent letter from the school administrator, a current school photo ID card, or the most current grade card as proof of enrollment. The same information must be presented each year for card renewal.
- Adult students who live outside the library service district BUT attend a college located within the library district may obtain a free adult non-resident student card. The adult student must show proof of address and student ID.
Agencies/Business:
Library cards are free to businesses or institutions in Wayne Township. To obtain a card, please bring a letter on company stationary requesting a library card. The letter needs to:
- Indicate who should receive mail/email notices from the library.
- Be signed by the president, owner, or manager of the company.
- Be renewed annually, at the library, with a current dated letter as above.
PLAC Cards (The Public Library Access Card):
- The PLAC program allows an individual to borrow materials directly from any public library in Indiana.
- Any person who holds a valid library card, and is in good standing at their home library, may purchase a PLAC card.
- The 2024 fee for a PLAC card is $65.
- A person who does not have a home library will have to first purchase a Non-Resident card at their library of choice and then purchase a PLAC card.

Accounts with fees or printing charges of $1 or more will not be allowed to use the computers or borrow materials until the fees are paid.
Accounts over $25 will be turned over to a materials collection agency, and a processing fee will be charged.
